Halliburton opens first of its kind operations base in Senegal

Halliburton formally opened its multi-Product Service Line (PSL) operations base in the Mbao area in Dakar, Senegal.

Halliburton formally opened its multi-Product Service Line (PSL) operations base in the Mbao area in Dakar, Senegal. The first large-scale development project in Senegal, with almost 35,000 square meter facility includes operational and administration space and has a closed workshop area for storage, equipment repair, maintenance, and preparation of 7,000 sq.m.

Halliburton provides most of the drilling and completions services as part of Sangomar field development project. We built the facility to support services associated with the project and uses the base to support multiple projects across the Mauritania, Senegal, Gambia, Guinea-Bissau, Guinea-Conakry (MSGBC) area with the option to flex up or down as the market dictates.

Our investment in this facility and the newly leased Liquid Mud Plant and Cement Bulk Plant at the Port of Dakar demonstrates Halliburton’s commitment to strengthen our position in West Africa where we see opportunities in deep water development and exploration targets.

We started the construction on this facility in early 2020 in collaboration with our Senegalese service provider, Dakar Offshore that provided the facility’s civil, construction and electrical work. The collaboration supports Halliburton’s local content objectives to build successful and sustainable operations in the countries where we operate.

The construction and operational readiness of the Halliburton Senegal Mbao operations base is a great testament to why Halliburton is known as the execution company. We completed the project during a global pandemic and an extreme industry downturn. Despite these challenges, our team showed resilience, commitment, and emphasis on sustainability elements with steadfast focus on local content development and building capability for the future. Because of these efforts, we received great appreciation from our customers, government authorities and other Senegal stakeholders.

To date, we’ve mobilised approximately 1800 shipments with a total payload of 12,000 tons. In addition, we have added 120 local vendors into our system with local spend over $11.3 million across 25 contracts awarded.

This multi-product line operations facility is equipped to support all our product lines to deliver the Sangomar project. This facility will allow us to grow our Drilling and Evaluation portfolio within Sub-Saharan Africa, and the office buildings will support almost 150 personnel who work on this project, of which 46% are Senegalese nationals.

A grand opening of the state of the art facility was held on 30th Nov 2021 in the presence of Honorable Madame Aïssatou Sophie Gladima, Senegal Minister of Petroleum & Energy along with her ministerial delegation, Mrs. Susan Phemister, Economic and Commercial officer at the US Embassy in Senegal and senior management team members from Petrosen, Woodside and Halliburton.

We look forward to the Senegal operations delivering on our value proposition and supporting our operations in Northwest African countries. We applaud the entire ‘Africa Other Area’ team for their efforts and hard work while also acknowledging the support from the region and global PSL & Support function organization to make this a reality.
