KBR AWARDED INTERNATIONAL HEADQUARTER STATUS BY SINGAPORE ECONOMIC DEVELOPMENT BOARD

- First Engineering & Construction company to achieve this status in Singapore -

Singapore – Kellogg Brown & Root (KBR) announced today that the Singapore Economic Development Board (EDB) has conferred on the Singapore operations of its Energy and Chemicals division the International Headquarters (IHQ) Award. With this award, Singapore will serve as the Asia Pacific headquarters for KBR's Energy and Chemicals division. KBR is the first Engineering and Construction company in Singapore to achieve the IHQ Award. KBR is the engineering and construction subsidiary of Halliburton (NYSE:HAL).

"Asia Pacific has some of the fastest growing economies in the world today and the need for energy, power generation, and petrochemicals is also expected to expand. With a highly-skilled workforce and access to emerging economies, Singapore is a logical choice as the regional headquarters for KBR's hydrocarbon business," said Lou Pucher, senior vice president of KBR's Energy and Chemicals division. "Having operated in Singapore for over 30 years, KBR can continue to leverage its partnerships and alliances with local offshore fabrication yards to expand its business and regional presence."

KBR will promote proprietary and licensed technologies from Singapore, the Energy and Chemicals division in Asia Pacific. Singapore will be the base for the company's front-end engineering and design (FEED) centre for the region. In addition, KBR will establish a global centre of excellence for Laser Scanning in Singapore. Specialists in the field will develop, support, and manage this execution technology for KBR. Laser Scanning technology enables KBR to gather accurate field data which can be integrated with KBR's 3D conceptual tools to provide cost-efficient solutions to a plant layout within an existing facility.

"KBR is a leading global player in engineering services and its HQ here will add to the vibrancy of this industry in Singapore. This is also a strong boost to our efforts to develop Singapore into a "Houston of the East."

KBR will continue to provide services for upstream and downstream oil and gas, and petrochemical projects from Singapore.

Support services such as Sales and Marketing, Accounting and Finance, Tax, Information Technology and Human Resources will also be managed from Singapore for the Asia Pacific region.
