KBR CONSORTIUM NAMED AS PROVISIONAL PREFERRED BIDDER FOR BRITISH ARMY GARRISON IMPROVEMENT PROJECT
LONDON - The KBR (Kellogg Brown & Root) and Mowlem plc joint venture, Aspire Defence, has been named by the Ministry of Defence (MoD) as the provisional preferred bidder for the £4billion PFI contract to upgrade and provide a range of services to the British Army's garrisons at Aldershot and around Salisbury Plain.
KBR is the engineering and construction subsidiary of Halliburton (NYSE:HAL).
In addition to a £3billion package of services to be delivered over 30-years, the contract includes a £1billion construction programme which will improve soldiers' single living accommodation, leisure and recreational facilities, technical and administrative accommodation.
The project will radically improve the living and working environment of Army personnel. Aspire will adopt and manage the existing Army estate and will be responsible for design, refurbishment, construction, financing and integration of the £1billion new and modernised facilities. Aspire will also deliver a range of essential support services from catering and cleaning, to transport and reprographics. A key part of the project will be the management of change associated with the transition from the existing service provision to that being created under the project.

The project includes the army garrisons at Aldershot and in the Salisbury Plain area - Bulford, Tidworth, Perham Down, Ludgershall, Netheravon, Larkhill and Warminster. Around 18,000 military and civilians live and work on the sites.
Aspire combines the complementary skills of KBR and Mowlem, supported by world-class supply chain partners to provide the programme management, design and construction capability needed to meet the Ministry of Defence's requirements. KBR and Mowlem have worked together on similar projects previously and are currently completing one of the world's largest PFI projects, the 50-year concession for the 1,400-km Alice Springs to Darwin Railway in Australia.
