STATEMENT FOR NEW YORK CITY’S COMPTROLLER’S OFFICE
The NYC Comptroller’s office is wrong. Halliburton provided a full and accurate picture of Halliburton’s business activity in Iran. We hope that the office is not playing politics with pension funds. Halliburton delivered the information – in great detail – that they requested.
The report dealt squarely with the issue of reputation management. It forthrightly stated the nature and the amount of Halliburton’s business in Iran, which is clearly permissible under applicable law and regulations. All our major competitors as well as our major customers work in that country. It is surprising that the Comptrollers office has not made similar demands from them.
In addition, this report contains confidential and sensitive information. We advised the Comptroller’s office of that fact, and we asked it to maintain that confidences until, as we agreed, we issued it in our 2003 Annual Report. It is surprising and disturbing that the office violated that agreement.
The report demonstrates that there is no connection between the Halliburton products and services and either terrorism or nuclear research. And, Halliburton’s reputation is actually enhanced by the fact we conduct our business honestly, fairly and respectfully.
Halliburton’s presence in Iran was disclosed in a front page article in the Wall Street Journal on February 1, 2001. Another story appeared on CNN in the spring of 2003. Since those news items appeared, we have not had any inquiry from any customer or stockholder other than from the NYC Comptroller’s Office. We do not attribute any aspect of our stock’s performance, either positive or negative, to those disclosures of the business in Iran.
If Mr. Thompson perceives a policy issue in the U.S. policy on this issue, we suggest he address that concern to Congress or the Executive Branch. Halliburton is trying to conduct business in a reasonable and honest way. The direction and conduct of U.S. foreign policy should, we believe, properly be left to the Government.
