KELLOGG BROWN & ROOT OPENS NEW OFFICE IN TOKYO

HOUSTON - Kellogg Brown & Root Far East Inc., a subsidiary of Kellogg Brown & Root (KBR), announces the recent opening of an office in central Tokyo at the Kamiyacho Mori Building. The new office, headed by Peter Hedges, Area Vice President - Far East Sales, will uphold the company's distinguished reputation within the Asian community and its excellent client development and service in the Far East. Kellogg Brown & Root is a business unit of Halliburton Company (NYSE:HAL).

"Located in the heart of Tokyo, the new location will facilitate closer ties with Japanese companies as we target large engineering, procurement and construction projects worldwide - positioning KBR for the anticipated rebound of the Asian market."

KBR's Tokyo office will coordinate potential licensing of its numerous technologies to Japanese end-users as well as continuing to grow its KBR Development Corporation (KBRDC) business. KBRDC leverages the respective strengths of KBR and of Mitsubishi Corporation to help clients develop non-traditional engineering, procurement and construction ventures. The corporation focuses on projects for which the combined strengths of KBR's technology and experience, and Mitsubishi's knowledge and network can provide significant value to KBRDC's partners.

The new office will also focus its resources on developing closer personal and corporate relations with key executives in trading, engineering and heavy machinery firms. Having established several business-line-specific alliances with three Japanese-owned engineering companies - JGC Corporation, Toyo Engineering Corporation (TEC) and Chiyoda Corporation - KBR will work closely with its joint venture partners to expand upon its image, and to develop and identify opportunities globally.

KBR and JGC have a long-standing strategic relationship in several gas-related industries that has resulted in the production of more than 50 percent of the world's Liquefied Natural Gas (LNG). The two companies are currently working together on a $2 billion LNG project in Nigeria, as well as a $1.5 billion Malaysian LNG project. JGC also holds a minority interest in M.W. Kellogg Ltd., KBR's London operating center.

For more than 30 years, KBR and TEC have maintained a successful relationship, with respect to KBR's ammonia technology. KBR continues to provide ammonia technology licenses and its expertise for a variety of engineering, procurement and construction projects to TEC on a global basis.

In April 1999, KBR acquired a 6.45 percent indirect equity interest in Japan's Chiyoda Corporation. The KBR Tokyo office will be a secondary resource for KBR executives currently co-working with Chiyoda on current and future major projects, including a world-scale ethylene project that KBR and Chiyoda are jointly performing for Exxon Chemicals in Singapore.
