FOR SECOND YEAR IN A ROW, HALLIBURTON WINS PRIME SUPPLIER AWARD FROM HOUSTON MINORITY BUSINESS COUNCIL

DALLAS, TX -The Houston Minority Business Council presented Halliburton Company (NYSE:HAL) with its Prime Supplier Award today during the Council's annual "Expo 2000," the largest minority business opportunity fair in Texas. Today's presentation, held at the George R. Brown Convention Center in Houston, marks the second year Halliburton has won the coveted award which recognizes the company for actively promoting minority business development.

"HMBC is proud to recognize Halliburton for its efforts to include minority business enterprises in its business opportunities," said Richard Huebner, executive director of HMBC. "Halliburton was nominated by one of its major customers and one of its key minority business suppliers. The award, determined by a team of corporate and MBE members, was based on commitment, innovations and expenditures with MBEs. We salute Halliburton on this achievement."

"We are proud of the opportunities Halliburton provides to the minority community and are pleased to be recognized for our efforts," said Jim Scotti, vice president of Procurement for Halliburton and HMBC's current board president.

A member of the Houston Minority Business Council since the late 1970's, Halliburton 's spending with minority business enterprises has grown annually. During 1999 the company spent $148 million with minority and women-owned businesses, up 11% from the previous year.

Other recognition has come from the National Minority Supplier Development Council which recently notified Halliburton that it had been nominated for the NMSDC's "Corporation of the Year" award. The winner will be announced on November 1 in New Orleans.

Halliburton's commitment to supplier diversity continues to grow. "Halliburton encourages its prime suppliers to benchmark with our program," added Scotti. "We offer workshops and seminars and encourage them to start their own programs and report their minority business expenditures to us, just as we report our expenditures to our clients."
