Top National Award Given to Brown & Root Team for Successful Partnering on Urban Roadway Project

Dallas, Texas - Brown & Root Services (BRS), with Texas Department of Transportation (TxDOT) and Granite Construction Company, recently received the 1999 top national Achievement Award from National Quality Initiative (NQI) for its work on the reconstruction of a segment of North Central Expressway in Dallas, Texas.

Brown & Root Services, a business unit of Halliburton Company (NYSE: HAL), provided project design and construction phase assistance within an innovative partnering approach with TxDOT, the client, and Granite Construction, the construction contractor, and the stakeholders along the project corridor.

The team members encouraged improvements and innovations to construction methods, resulting in savings of more than 4,000 project hours and $98,000 in construction costs. The project was completed nine months ahead of schedule, saving TxDOT an additional $60 million that could have resulted from user delay. The project, which began in September 1993, and opened to traffic in October 1998, widened the highway from four to eight lanes, and removed and replaced five bridges.

This is a note-worthy accomplishment since the work was carried out on the section of the expressway that served as a major thoroughfare running north from downtown Dallas, through an area that encompasses 25 percent of the city's residents. The project team succeeded in reconstructing the S2 section of the expressway while maintaining traffic flow of 150,000 vehicles per day.

TxDOT and the project team went well beyond the typical standards of highways and bridges in their attention to amenities. The achievements of the project team included the combination of pre-cast and cast-in-place bridges that avoided the need for more land. Lowering the freeway 25 feet reduced noise in surrounding neighborhoods and met public expectation for unobstructed views. In addition, streamlining the construction sequencing resulted in continuous paving sections, and also cut by half the number of times traffic had to be diverted. This helped attain a smoother ride and a better appearance of the paving, and minimized disruption to traffic during construction. This attention to detail, along with the overall technical achievements of the project was a factor in the NQI award.

National Quality Initiative is a partnership founded by the American Association of Highway and Transportation Officials, the Federal Highway Administration and ten other related societies. National Quality Initiative holds the competition once every two years to support a continuous quality improvement focus within the highway industry. There were 31 finalists resulting in seven gold level awards in the 1999 competition, and BRS's top national award for the reconstruction project of the Dallas North Central Expressway.
