Brown & Root Energy Services Issues Subcontract For The Fabrication Of The Malampaya Topsides

Dallas, Texas - Brown & Root Energy Services (BRES), a business unit of Halliburton Company (NYSE: HAL), announced today that it has issued a subcontract to Sembawang Marine & Offshore Engineering for the fabrication of the topsides for the landmark Malampaya gas to power project. Brown & Root Energy Services signed contracts with the Malampaya project operator Shell Philippines Exploration B.V. (SPEX) for the design, procurement, fabrication, installation and commissioning of the platform in August 1998.

Sembawang Marine & Offshore Engineering (SMOE) is a division of Sembawang Engineering & Construction International Pte. Limited and is one of Asia's foremost engineering groups. Over the past twenty years SMOE has completed more than 150 offshore structures and is due to complete two more production platforms in 1999 weighing 7,500 tonnes and 3,500 tonnes.

The contract to fabricate the Malampaya topside involves the fabrication, onshore commissioning and load out of a three-level integrated deck together with a living quarters module with accommodation for 44 people. The topsides will measure 40 meters by 90 meters in plan and will measure 25 meters from the base of the cellar deck to the helideck. The lower deck, or cellar deck, will contain the major pumps, heavy wall vessels and workshops. The lower deck or cellar deck will contain the major pumps, heavy wall vessels and workshops. The middle deck or production deck will contain the separation equipment and the electrical control module. The equipment on the top deck or weather deck will include two export gas compressors, three power generation gas turbines and a crane.

In addition to the fabrication of the Malampaya topsides, SMOE will also fabricate a transportation frame to support the topside during its journey to the offshore site.

The initial operating weight of the topside will be 13,000 tonnes. This equates to a loadout weight, excluding the transportation frame, of 10,000 tonnes and as such this will be the heaviest topside to be constructed by SMOE.

SMOE will fabricate the Malampaya topside at its yard located in the north of Singapore. Fabrication of the deck will commence in June 1999 with completion of onshore testing by February 2001. The topside will then be towed to the offshore site located 50 kilometers west of Palawan Island in the Philippines for installation onto a Concrete Gravity Sub-structure.

A key factor in the award of this fabrication contract was the yard's exemplary safety record. This yard has now passed a milestone of five million safe manhours worked without a single lost time incident. BRES, SPEX and SMOE are absolutely committed to improve safety standards in the offshore industry wherever possible and SMOE, by achieving this safety milestone, is demonstrating that top quality health, safety and environmental management systems are key to safe working.

Following offshore commissioning the Malampaya platform will be ready to supply gas to power plants by October 1, 2001. The Malampaya development will provide for the Philippines a major source of indigenous, clean and dependable power.
