Potential Kaho'olawe UXO Technology Contractors
Take Lead at Navy's Prove-Out Tests
Honolulu, Hawaii - At the third U.S. Navy and Army Environmental Center sponsored UXO prove-out at Jefferson Proving Grounds, S. Cohen & Associates (SC&A) and GEO-CENTERS, INC. were among the best performing companies in both probability of detection and false alarm rates. Both are members of the Brown & Root-led BRBC HAWAII consortium that proposes to perform UXO (unexploded materials) clearance of the Kaho'olawe Island Reserve in Hawaii.
SC&A is the UXO detection and location data analysis and technology firm and GEO-CENTERS, INC, is the detection systems firm for the consortium, a joint venture partnership between Honolulu-based Belt Collins HAWAII and Houston-based Brown & Root. Other consortium team members include the Honolulu-based constructor Kiewit Pacific and Honolulu-based archeological firm Scientific Consultant Services, Inc.
At this year's tests, SC&A again continued its leadership in UXO detection and characterization technology by consistently scoring at or among the top. The tests included several different contamination scenarios.
"By applying our UXO Knowledge Base Data filtering and analysis technology to collected geophysical data, SC&A enhances UXO discrimination," said Dr. John Foley, director of Geosciences at SC&A. "Indeed, our technology consistently proves to deliver high probabilities of UXO detection, the best combined detection and false alarm rate and the lowest price-per-acre detection capability."
Brown & Root was recognized by Engineering News Record magazine this past April as ranking number one out of 500 engineering firms for worldwide revenue in design work and by Washington Technology as one of the top 10 information technology contractors for the U.S. government.
"Brown & Root approached the formation of this consortium as a team in which the best, mature detection and analysis technology would be placed in the hands of the best qualified and trained UXO operatives," said Chuck Fiala, vice president., Brown & Root Services.
Since the BRBC- HAWAII consortium was formed, team members continue to advance the state of technology and successfully complete operational missions. GEO-CENTERS, INC. has just completed the largest, fastest and least expensive wide area site investigation in U.S. history at the Umatilla Army Depot in Oregon. The effort, with SC&A working under a concurrent contract at Umatilla, was conducted under firm, fixed price subcontract to Earth Tech under prime contract to the Army Corps of Engineers. Over a 60-day operational period, 1800 acres at the Umatilla Army Depot were completely surveyed; the data analyzed; and target maps generated. SC&A applied its industry best detection and location data analysis processing methods (UXO-KB) to improve target detection and reduce false digs.
GEO-CENTERS sensor suite withstood the rigors of sustained field operations with no delaying incidents, as it also demonstrated on other projects and in prior tests such as the OE-MCX Ordnance Training Test at the McKinley Range, Redstone Arsenal in Alabama.
